Documentation requirements
In order for KBN to be able to grant a loan, the request for the loan must be based on a valid resolution. The documentation required depends on the type of customer making the application.
Municipalities and county authorities
For new loans:
- A resolution to take out a loan
For refinancing:
- One of the following documents:
- Original resolution to take out the loan
- A resolution to obtain refinancing
- A letter from the auditor stating that there is a valid resolution to take out a loan
- An overview of the outstanding loan portfolio as submitted to the municipal council as part of financial reporting
- Assessment notice (“avregningsoppgave”)
Other documents that may be relevant:
- The municipality’s internal financial regulations
- The municipality’s internal regulations on the delegation of authority
- Mandates
- For a municipality that is on the Register for Governmental Approval of Financial Obligations (ROBEK), the county governor’s approval for the municipality to take out a loan
The requirements are the same as for municipalities and county authorities, with the following additional documents also required:
- The company’s articles of association or partnership agreement
- A resolution by the board to take out a loan
- A resolution by the supervisory board to take out a loan
- Partnership agreement or articles of association
- Certificate of registration
- The county governor’s approval if any of the municipalities that own the company are on ROBEK
In the event of refinancing, one of the following documents is required:
- Original resolution
- A resolution to obtain refinancing
- Confirmation from the auditor that there is a valid resolution to take out a loan
- Approval from the Ministry to erect, refurbish or extend the church or a plot for a church
- Resolution by the church council or the congregational council to take out a loan
- The Diocesan Council’s approval of the resolution to take out a loan
- The municipal council’s resolution to provide a guarantee
- The county governor’s approval of the guarantee
- Guarantee resolution from the municipality
- County governor’s approval of the guarantee
- Signed board resolution
- Articles of association
- Certificate of registration
- Previous year’s accounts
- Budget for the current year
- Customer form
- Guarantee resolution from the municipality
- County governor’s approval of the guarantee
- Signed board resolution
- Signed AGM decision (only applies to sports clubs)
- Articles of association
- Certificate of registration
- Previous year’s accounts
- Budget for the current year
